Who and where this reference covers

Citizenship
Adults making short stays at the external borders of the 29 countries using EES, who hold neither EU nationality nor Icelandic, Liechtenstein, Norwegian or Swiss nationality, whether visa-required or visa-exempt. The official exemption list must also be checked; this guide makes no personal applicability decision.Official evidenceEffective date not published: The fully read public article does not give a separate commencement date for this instruction. Application residence
Residence documents can affect registration: the Commission distinguishes permits/long-stay visas issued by EES countries from those issued by Cyprus or Ireland, and separately describes qualifying family-member residence documents. Country of residence alone is not used as an exemption test.Official evidenceEffective date not published: The fully read public article does not give a separate commencement date for this instruction. The process

Scope: adult travellers making short stays through the external borders of the countries using EES. This page explains the public registration workflow; it does not determine whether a particular traveller is exempt or satisfies all entry conditions.

The Entry/Exit System records border crossings. The official overview (https://travel-europe.europa.eu/ees/what-is-the-ees) lists the 29 participating countries and defines a short stay as up to 90 days in any 180-day period, counted across those countries together. Its non-EU category excludes EU, Icelandic, Liechtenstein, Norwegian and Swiss nationals. Both visa-required and visa-exempt short-stay travellers can be registered, subject to exemptions. Cyprus and Ireland are distinguished from the EES countries.

The official FAQ (https://travel-europe.europa.eu/ees/ltr/faq#what-happens-person-already-stayed-Schengen-area-90-within-180-days-tries-enter-again) says full operation began on 10 April 2026 after progressive implementation ended on 9 April. That completion date is separate from the initial introduction of EES and from the commencement of individual entry rules.

Check the exemption category before relying on a document name. The full official list (https://travel-europe.europa.eu/ees/to-whom-does-ees-not-apply) covers qualifying family-member documents, residence permits and long-stay visas, specified research/study and other mobility categories, certain nationalities and border privileges, and local-border or rail/transit documents. The conditions matter; this guide does not decide whether they are met.

The Commission residence-document explanation (https://home-affairs.ec.europa.eu/news/entry-exit-system-fully-operational-10-april-2026-who-exempt-2026-07-27_en) says permits and long-stay visas issued by EES countries can exempt their holders, while documents issued by Cyprus or Ireland do not create that general exemption. Qualifying family-member residence documents are explained separately. Exemption from EES recording does not remove the ordinary border checks or the need to show the relevant identity and residence documents.

At your first EES crossing, follow the passport-control officer’s instructions for passport and personal data, facial image and/or fingerprints. The public workflow (https://travel-europe.europa.eu/ees/ltr/how-does-the-ees-work) says the passport is not stamped in this process. Registration is part of crossing the border; the Commission comparison (https://home-affairs.ec.europa.eu/news/main-differences-between-ees-and-etias-what-travellers-need-know-2026-04-28_en) says there is no advance EES application.

Biometrics differ by visa category. The FAQ says EES stores the facial image for travellers who need a short-stay visa, whose fingerprints were collected in the visa application. For visa-exempt travellers it records four fingerprints and a facial image. This is a description of the recording categories, not a determination of your visa requirement.

A biometric passport is needed for the self-service system, but that is different from the general passport requirement. The FAQ says valid biometric and non-biometric passports are accepted in principle if the other entry conditions are fulfilled. Do not treat a self-service requirement as a promise of admission or as a blanket rejection of a non-biometric passport.

On later crossings, existing facial or fingerprint records are normally verified. The workflow allows collection again in some cases. Self-service facilities depend on the crossing point, and officers may carry out further checks. The source gives no fixed queue or registration time.

Pre-registering some data is optional. The official Travel to Europe app page (https://travel-europe.europa.eu/ees/Travel-to-Europe-mobile-app) limits it to travellers subject to EES who have biometric passports and use a country supporting the app. The window is within 72 hours before entry or exit, and features vary by country. The app does not replace border checks. This website does not collect passport data or perform pre-registration.

The public EES registration workflow does not publish a registration tariff, payment currency, exchange-rate instruction or separate translation requirement. This guide gives no payment quote and does not claim that every related service is free or that document translation is unnecessary. Visa, residence and other entry requirements must be checked with the responsible authority.

Independent general information. EES registration does not itself grant permission to enter or extend an authorised stay. We do not assess individual eligibility, review documents, fill forms or register travellers.

Documents and local requirements

Document requirement 1
The FAQ says progressive implementation ended on 9 April 2026 and full operation began on 10 April 2026. This is the completion milestone, not the first EES use or every border rule commencement.Official evidenceEffective from 2026-04-10. Applies to: Full operation after progressive implementation only. Date evidence
Document requirement 2
At a first EES crossing, provide personal and passport data and follow passport-control instructions for a facial photo and/or fingerprints; the passport is not stamped under this recording process. Other entry conditions remain in force.Official evidenceEffective date not published: The fully read public article does not give a separate commencement date for this instruction. Source checked
Document requirement 3
The FAQ distinguishes visa-required travellers, for whom EES stores the facial image, from visa-exempt travellers, for whom four fingerprints and a facial image are stored. This guide covers adults and does not turn these categories into a personal visa decision.Official evidenceEffective date not published: The fully read public article does not give a separate commencement date for this instruction. Document requirement 4
Valid biometric and non-biometric passports are accepted in principle if other entry conditions are satisfied. A biometric passport is required for the self-service system; the lack of a chip is not by itself described as an admission refusal.Official evidenceEffective date not published: The fully read public article does not give a separate commencement date for this instruction. Document requirement 5
At later crossings, officers normally verify the data already recorded; in some cases it must be collected again. Self-service availability varies and other entry/exit conditions still apply.Official evidenceEffective date not published: The fully read public article does not give a separate commencement date for this instruction. Document requirement 6
The full official exemption page lists nationality, qualifying family/residence documents, specified mobility categories, border privileges, local-border permits and rail/transit categories. Document requirement 7
The optional Travel to Europe app is for EES-subject travellers with biometric passports in countries supporting it. Its pre-registration window is within 72 hours before entry or exit; features vary by country and border checks remain.Official evidenceEffective date not published: The fully read public article does not give a separate commencement date for this instruction. Fee evidence
The fully read public EES border-registration workflow does not state a registration tariff. This is not a zero-fee claim or a quote for a visa, travel authorisation or other service. Not published by the authorityOfficial evidence
Local payable currency
The read EES registration workflow specifies no payment currency for that task; the guide does not infer a payable currency from a separate visa or ETIAS fee.Not published by the authorityOfficial evidence
Exchange-rate information
The read EES registration workflow provides no payment conversion or exchange-rate instruction. No converted amount is calculated. Not published by the authorityOfficial evidence

Dates and changes

The checked source does not publish a single effective date for this process: The public workflow and FAQ give the full-operation milestone separately but do not publish one commencement date covering every instruction in this guide. Source checked

Detailed official public EES scope, exemptions, passport, biometric and first/repeat-crossing instructions were read on 1 October 2026 using the normally rendered government service. Public registration workflow completeness does not establish a personal visa or admission document checklist. Tariff, currency, exchange-rate, translation and fixed border-time absences are source-scoped, not exemptions or universal fee claims. No human review has been recorded.
